There’s something very, very smelly, if not downright illegal (there’s almost always a law somewhere) about strong-arming directed settlements. If the settlements can’t be directed to the aggrieved parties, they should go to the public treasury... but that would be subject to Congressional disbursement rather than a politically brokered plea deal.

..they didn’t want money going to a group that does “conservative property-rights legal services.”

Many years ago, in a far distant administration, I had a senior manager propose having a company subject to $Millions in civil money penalties due to Treasury be allowed to make "Donations" (tax-deductible by the way) to a "Worthy Group" as an alternative to paying their NON DEDUCTIBLE penalties. The case had already been to several levels of judicial revue. I refused to agree and watched the individual closely thereafter!
