Yes, I was just looking at that. Except that one can see that the lettering corresponds, but the emblem is at variance. I can only guess that this is an ERSATZ seal, designed to play on her tenure as Secretary of State under Obama. The emblem itself seems to me to resemble the torch on the reverse side of a US dime.
