California becomes first state to require stores sell only rescue animals

Oct. 14 (UPI) -- California Gov. Jerry Brown signed legislation into law this week that requires pet stores in the state to exclusively sell rescue dogs, cats and rabbits.

Assembly Bill 485, the Pet Rescue and Adoption Act, requires all dogs, cats, and rabbits offered for retail sale in California to be obtained from animal shelters or non-profit rescue organizations.

"This is a big win for our four-legged friends, of course," the bill's author, Assemblymember Patrick O'Donnell, D-Long Beach, said in a statement Friday. "But also for California taxpayers who spend more than $250 million annually to house and euthanize animals in our shelters. I am very grateful for the strong support we received from animal-lovers across the state and from Social Compassion in Legislation, the bill's sponsor."

The bill's goal is to reduce the number of animals sold from shelters and businesses with mass breeding operations known as "puppy mills" or "kitten factories."

It is a corrupt protection racket. They could not care less about the animals or their welfare.

My ex-girlfriend’s dog dug under the fence and chased some cars. The SPCA picked it up and told her unless she paid $800 they would kill the dog. She paid.

Then she had her dad build a cement foundation and fence for the dog on the back yard, and put a dog house on it.

A few days later the dog was gone. After a few calls she found out that a neighbor reported that the dog was ‘crying’ so the SPCA opened the gate when she wasn’t there, got into the backyard, opened the kennel’s fence and got the dog.

Again they told her unless she paid $800 they would kill the dog and that they did it to avoid ‘its suffering’. By then she had ran out of money and the dog was killed.

Her two daughters were devastated.

Now we have given them a monopoly for selling the dogs they capture and even more financial incentive to steal people’s dogs.

Whoever started using the word “rescue” in this context should be shot. A “rescue dog” is a dog that aids in rescuing people.

This legislation sounds unconstitutional.
