You are correct in the withholding part. Problem is the FBI is never consistent from case to case. In this case(Vegas) they have already allowed people to pocket money for photos and other information. Those bells can’t be unrung!

The validity of conspiracy theories aside, why should we trust the FBI, which has lied and deceived, most notably in covering up Hillary Clinton's crimes, or the MSM, which has two main agendas: gun control and the lone nut theme. Before you decry Breitbart or Infowars, remember that the Federal authorities and the mainstream media have discredited themselves. Conspiracists thrive in such an environment.
