That is exactly right. A different judgment would probably be made about someone with a tattoo who had previous military experience. But it still would not be considered acceptable if it were visible in business attire.
I have been told that among officers, the practice of getting tattoos is highly discouraged.
Oh, well that says a lot more about you than my tattoo will ever tell you about me.
