This guy has an odd way of defending his dead psychopathic brother. If my brother did such a thing, Id be completely mortified and begging for forgiveness from the bereaved for not identifying his pathology beforehand every time I could get in front of a camera. From what I have read about this guy he would not be classified as a psychopath.
What he was is suicidal.
This was a guy that was sickly lonely and he decided to end his loneliness.
He also hated the world and people for his loneliness.
So, he decided to kill as many of those people he hated before he died.

Maybe he just resented getting old. Sounds like he was scoping out concerate that attract mostly younger people. I didn’t see a Rolling Stones, Billy Joel or Bruce Springsteen concert listed among the events he was looking at.

I don’t think he was a psychopath, either, but sickly lonely? Suicidal? That seems likely, but the police said they didn’t think so.
