It would not be that easy to break “hurricane glass” with just a standard ball peen or carpenter’s hammer. You’d want to have a center punch or pointed chisel that could put a lot of pressure on a single-point with a fairly heavy-duty hammer (a small hand sledge at least). Shooting at the glass first and then breaking it out would probably work too, but I don’t think I’d want to try it from a very close distance.

As far as we know he failed at his first attempt. Maybe he went shopping for better tools to do it after the failure. But these details don't seem that relevant to me. The point is a person determined to do it could get it done.

I believe liquid nitrogen sprayed on glass would then be easy to shatter.

I tried breaking a cracked hurricane window with a 24” pipe wrench, no luck.
Them windows are very tough!
Those are probably doubled to be more insulated.
