I had no idea fully automatic rifles are legal ANYWHERE. I’ve always heard about it being illegal to convert a rifle to fully automatic.

Spooky, because to me logically, it doesn’t make any sense. Ideologically, they’re pretty much on opposite ends of the spectrum and one side will definitely kill the other, and rather quickly should push come to shove. But this is the wacky, sad world we live in.
Yes you do see full auto but all those folks have a class 111 stamp. This guy from all reports I have read was a neer do well so doubtful he had a class 111 stamp or the funds to buy a full auto weapon. They are pricey.

I’ve seen this locally. Neighborhood mosque very organized. They have been trying to force the resignation of a local politician they accuse of being racist, but the real issue appears to be the politician supports Trump. Groups like CAIR and others, well funded with signs, literature, etc. they are supported by local social justice warriors including many from little local newspapers who write slanted articles against the politician. When you check their Facebook profiles there are a lot of pink p-hat photos, Bernie stuff, etc I think there is an alliance between Islam and the left against the President, JMO.
This would have been 1985. Then, in 1986, Reagan signed a law that said no private citizen could own a machine gun that had been manufactured after 1986. All full auto increased in price at least ten-fold. The M-60 today is about $60,000.
Thing is, I've only heard of one time a legally acquired full auto was used in a crime. It just doesn't happen. Even though there are thousands of them out there.
I'll be very surprised if this shooter was using full auto.

It is easy to get a fully-automatic rifle if you have money and the patience to wait months to one year for the BATFE approval, or it’s a quick, cheap, and illegal modification to make a semi-automatic rifle fully automatic, even easier if you only want it to shoot full-auto. Alternatively, it’s a quick, cheap, and legal modification to buy and install a bump fire stock that makes it shoot as quickly as a fully automatic firearm.

So, yes, ISIS seems very plausible.
