If this person can’t operate without the presence of a dog, he should only go to areas which accomodate dogs. Dog friendly restaurants are common. Some restaurants have certain days for dogs, again they put up signs to let people know.
Many people with allergies avoid areas with dogs. This woman sounds more like someone with a phobia. Everyone can be accomodated if they give a thought to others and their needs.

There is a reason the ADA allows help dogs inside restaurants when others are banned. Their training takes the better part of two years. Maybe some people should be trained instead.
This woman obviously did NOT have a phobia, she had an attitude. If she had a phobia she’d not have gone near the dog over and over again while screeching her filthy mouth off. No excuse.

That said I take my Toy Ratty {Chihuahua mix} in but she stays in my arm the entire time and I generally avoid the food section. To take her home first as to go home and come back is about a 20 mile round trip. I sometimes stop there after our daily 2 mile walk at the river. I've had kooks harass her while she was in the car even at 50 degrees outside temps.
Yes she is also my service dog. I'm hard of hearing but I also admit 90% of how she helps in in a home environment.
I see people & pet with one of those $55. service animal vests you can get online.
That irks me.
We were at breakfast at a swanky resort in Maine, having breakfast in a restaurant. Table next to us had a lap dog allowed to sit on the chair at the table. Guess the floor was too *dirty* for the critter to sit on. Owner ordered it pancakes. I mean, really.
Wonder where it was - down here on the MS Gulf Coast, the lady would have faced most of the customers telling her to shut o=up or leave if she didn’t like it.
She kept walking back and forth and came very close to the dogs each time she moved forward toward the camera. If she had a dog phobia she would have kept her screeching to the other side of the room. She didn’t say she had a fear, or an allergy, or anything else. She said having a dog in a restaurant was “disgusting.”
Hopefully, she never goes to Europe. She’ll starve to death.
