Trump is blowing smoke. He's hoping that immigration patriots aren't motivated enough to do the research to discover that he has uttered a bare-faced lie. Based on the Immigration and Nationality Act of 1965, both citizens and green card holders can bring relatives over. Unless explicitly repealed by Congress, any amnesty Trump arranges includes chain migration by default, unless this amnesty involves only a H-1B-like work permit:

Family based immigration - visa categories: unlimited (immediate relatives) and limited

The Immigration and Nationality Act allows for the immigration of foreigners to the United States based on a relationship to a U.S. citizen or legal permanent resident.

If you are a U.S. Citizen, you may petition for the following relatives, as long as you can prove the relationships:

Husband or wife;
Unmarried child under 21 years old;
Unmarried son or daughter over 21 years old;
Married son or daughter of any age;
Brother(s) or sister(s), if you are at least 21 years old.
Mother of father, if you are at least 21 years old;

If you are a lawful permanent resident (green card holder), you may petition for the following relatives, as long as you can prove the relationships:

Husband or wife;
Unmarried child under 21 years of age;
Unmarried son or daughter over 21 years of age.

you’re missing the point of Trump’s tweet. A judge just ruled that distant relatives can’t be blocked. Trump’s tweet challenged that.

Consider the implications of, say, a polygamist man with 10 wives. That’s an easy 200 relatives - all with their hands out (as is happening in England and Germany) - and most with absolutely no documentation they are actually related. The existing regulations about the sponsor having to guarantee the livelihood, welfare and behavior of the sponsoree for 2 (?) years, and being subject to deportation himself should a sponsoree screw up, has been thrown out the window by those who should guard against such violations looking the other way. And what recent immigrant “sponsor” is going to be able to personally guarantee 200 people? It’s impossible. And it’s insane.

the word “disingenuous” came to mind when I saw that tweet, but blowing smoke is more direct. An alternative interpretation (that he is not aware the 1965 act would need to be repealed) is no more reassuring.
