Notice the slant of the article is that this is surprising.
The only surprise is that 90% of Californians aren’t living below the poverty level.

1. Generous benefits, (EBT, food stamps, free apartment, free phone, free healthcare) are NOT counted. The person who gets all those, which add up to $50,000 or more a year, is still counted as POOR.
2. Freeloaders go where the benefits are good, raising the numbers.
3. Normal people get the hell out, raising the percentage of “poor” people.
