What do you mean "start?" They haven't passed a damn thing of Trump's since he was Inaugurated. Even on Gorsuch, McConnell had to have his teeth pulled.
Do you realize how angry the base is at the GOP Congress? Two Congressman already have said they are not running next year. You have primary challengers lining up.
So instead of harnessing this anger and passion what does Trump do? Well, I'll just work with the people who have been calling me a Nazi and Russian lover and for my impeachment for weeks! That'll show Ryan/McConnell!
I think everyone is vastly over-rating Trump’s interest in getting involved in 50 or so primary fights. I doubt President Trump can name 50 Republican representatives let alone really put together an enemies list and a challengers list.
If he thinks he can get some kind of tax bill and then an infrastructure bill with Schumer, he’ll do that, get the “Trump’s matured” stories in Time, and be happier than you can imagine.
I honestly think that the only true legislative priority Trump has is The Wall. He needs something that looks like a wall built within the next 18 months. How he gets that is really the tough part.

On the day Gorsuch was nominated, McConnell made clear that he was going to be cleared by the Senate. He was asked if that meant the end of the SCOTUS filibuster, and his reply was "he will be confirmed."
He kept that promise, from day one. No fan of McConnell's, but he did not have to have his teeth pulled on Gorsuch.
