So I’m looking at the Addicks or Addics website, and I see that the water is above the spillway. 108.61 or something like that.
What is the significance of this? Does that mean it’s spilling water right now? Will this lead to that big river downtown to continue flooding?

yes..it overtopped the spillway on one end...
I think the flooding has peaked downstream closer to downtown because the heavy rain has ended
The concern IMO now is can these Dams hold up over the next few days
Look at my #1666, The Addick flood reservoir is basically a big levee. There are outflow weirs that have a certain width. They start draining as various elevations are reached.
If the inflow is substantial, the 108 elevation outflow weir only lets out a certain cubic foot per second due to its width. The detention continues to rise until the next outflow point of 111 comes into play, etc. etc. The outflow points get bigger as it goes up to protect the main levee/dam from overtopping.
