Hurricane Harvey made landfall near Rockport TX about 10:00PM CDT Friday night. Top sustained winds were 130mph. Rockport High School sustained heavy damage when a portion of the roof collapsed. A senior housing complex collapsed. The Rockport courthouse sustained major damage with “a cargo trailer halfway in the building.” Multiple tornadoes reported in the Houston/Galveston areas. There are reports of scattered structural fires and a shooting was reported in Corpus Christi. Residents along the San Bernard River were advised to evacuate and most TX Gulf coast counties are under flash flood watches.
Many locations are under a boil-water notice. Power outages are widespread. President Donald Trump promptly granted a Disaster Declaration to Texas Governor Greg Abbott’s request. More than 700 members of the Texas Army and Air National Guards, Texas State Guard and the Texas Military Department have been activated and are positioning themselves throughout the state ahead of Hurricane Harvey and its anticipated landfall later this week. Ahead of the storm, FEMA sent supplies from its warehouse in Fort Worth to a staging point at Randolph Air Force Base near San Antonio.

Adding an escape hatch to a roof is easily doable without shorting the integrity of the structure. The hard part is getting a bank to finance the house that is built in an area where you might need such a hatch. Or an insurance company to cover.
I have done water rescues on people when we were up to our waists in the house and the lights were still on. Yes there was concern but we were just trying to get people out ASAP.

In the late 1970s my late husband and I bought an eleven room townhouse in an almost all black neighborhood in an urban area for $21,000. My husband was a tough ex Army officer and he used to chat with local numbers man about math and other things. One day the guy came up to me and said he had hauled my kids off a dumpster they were trying to crawl into. I thanked him profusely and gave the kids a good scolding. Twenty years later I ran into the guy at a Subway shop, and we sat down and reminisced about the old days in that neighborhood. Turns out he was a college graduate. You just never know.

Here is the National Weather Service radar loop I pulled up 10 minutes ago. The storm has lengthened all the way to New Orleans, and if you click to the left it is extended farther south along Texas coast land. All that warm Caribbean water evaporating and coming down. Hope the global warming people are wrong, since warmer water sends more rain. Scarey.
