Hurricane Harvey made landfall near Rockport TX about 10:00PM CDT Friday night. Top sustained winds were 130mph. Rockport High School sustained heavy damage when a portion of the roof collapsed. A senior housing complex collapsed. The Rockport courthouse sustained major damage with “a cargo trailer halfway in the building.” Multiple tornadoes reported in the Houston/Galveston areas. There are reports of scattered structural fires and a shooting was reported in Corpus Christi. Residents along the San Bernard River were advised to evacuate and most TX Gulf coast counties are under flash flood watches.
Many locations are under a boil-water notice. Power outages are widespread. President Donald Trump promptly granted a Disaster Declaration to Texas Governor Greg Abbott’s request. More than 700 members of the Texas Army and Air National Guards, Texas State Guard and the Texas Military Department have been activated and are positioning themselves throughout the state ahead of Hurricane Harvey and its anticipated landfall later this week. Ahead of the storm, FEMA sent supplies from its warehouse in Fort Worth to a staging point at Randolph Air Force Base near San Antonio.

12:00 AM CDT AUGUST 25 TO 9:20 AM CDT AUGUST 29. THIS TOTAL IS
HIGHER THAN THE PREVIOUS RECORD OF 48 INCHES SET DURING TROPICAL
CYCLONE AMELIA IN 1978 AT MEDINA, TEXAS. THIS IS A PRELIMINARY

Was up all night watching it edge deeper, then fell out at 107.94, didn’t really want to see it happen.
They figure about 12 hours for gate release level increases to impact downtown, but this ne=w flow has to percolate thru neighborhoods to a drainage ditch east of the dam, then all the way south to Buffalo Bayou, before it even begins that trip.
I guess the thing to watch now will be Piney Point. It’s about halfway between the outlet gates and downtown. It ran as high as 10,600 cfs yesterday, after they raised the Barker and Addick gates, but was down below 10 kcfs around dawn.
The hydrology is simple. Everything flowing into Addicks wil do one of two things. Cause the level to rise, or flow out. Put another way, the level will rise until total inflow is matched by total outflow, at the gate, and around the ends.
The gate is an old old concrete tube thru the bottom of the embankment, surrounded by fine grain soils, that have in the past, been washed away by leakage,around the outside of the concrete.
In 2009 they drilled holes, then probed, to find five foot deep voids under the concrete. They pumped expanding goo in to fil them up, until it was refused, and called it good.
I am very much hoping they also installed sensors there as well, and are watching them close. As you know, water is incompressible, and very heavy. Transfer energy can be a function of mass times velocity...cubed. Worst case, they drive the entire gate structure, clean out from under the embankment. That would be an event known as a Sudden Breach. The head is difficult to determine with Buffalo Bayou running this high, but it’s somewhere in the 20 to 35 foot range.
And we’re talking millions of acre feet here. The video yesterday at noon of the Addicks Gate outflow was not exactly re-assurring, and in order to drain the impoundment, it has to flow, at high volume, for weeks or months. They are installing all new gate structures,at both reservoirs, but they are not in service yet. Cofferdams are in, the worksites, are dry, but I have no idea if there’s enough work done to realize any leverage there.
I’ve seen reports indicating levee breaches on Cypress Creek will add to the hydro load thru Addicks. I am unable to confirm this on the maps, it may be news happy reporters’ error, but it is something to think about.
In any event, we have levee topping, and the Addicks aux spillway in play, both upstream from DT, and both entering the equations around dawn today.
Looks like a long day, and an even longer night tonight.
