Actually, the Constitution doesn’t tell any individual American what they can or cannot do. It tells the Federal government what it can and cannot do.
However, it’s clear that Nancy doesn’t have a clue what the Constitution actually says or doesn’t say.

My hope is the US House would not allow Nancy the floor to spew forth her venom, but alas she does so anyway.
There is no law against yelling "wolf" or hollering "fire" in a crowed theater. In fact there may be laws against not hollering "fire" when there is a fire.
This is the correct way to summarize the Federal Government's legislative powers over the citizen.
The citizen may do anything he wishes in the exercise of his rights as long as his actions harm neither the person nor property of another citizen.
Implied in the splendor of that statement is that the citizen must accept the consequences of his actions as there is recourse in law should the exercise of rights bring harm to another.
