Actually, I think the way it worked was Starr found or was handed information on other subjects, such as perjury, and his mandate was amended to include that under the law that existed at that time. That law expired, and now, there is no way to have a special counsel unless the DOJ appoints one. Holder was Obama’s firewall, no matter what. Trump needed that, and instead, he got a chump who was easily rolled.
The Clintons were so corrupt, if you looked under one rock, there was a trail of blood leading to another. In this case, it is a phony witch hunt, and the comparison is inapt. Even if you have the Special Counsel, which I think was stupid, you can still limit the scope of the investigation. That Starr, under a different law and faced with an historically corrupt president, followed actual crimes and then found more actual crimes, is not relevant to whether Mueller’s mandate should have ever been given, and once given, been limited.
