Neither of those proposals are within the scope of what a President can do by Executive Order. For an Executive Order to be legally enforceable, it either has to be an exercise of one of the President’s enumerated powers, or there has to be an Act of Congress that permits it. (The latter is the reason that FDR’s EO for gold confiscation was held to be Constitutional.)
I would add:
a) Order the IRS to stop collecting taxes (read: fines) for non compliance, and refund all assessments made, retroactive to the date obamacare was first made into law.
b) Cancel all...ALL...waivers. No exceptions.
c) investigate healthcare providers, and “big pharmacy” for price gouging.
d) Legalize interstate insurance sales.
e) Stop pre-existing condition refusal.
all exemptions granted by Obama should be withdrawn. Spreading the suffering builds up pressure for change.
This what I have been thinking as well that President Trump will have to do a couple of EO’S in order to get rid of the ACA. Put that law out of its misery.
