Neither of those proposals are within the scope of what a President can do by Executive Order. For an Executive Order to be legally enforceable, it either has to be an exercise of one of the President’s enumerated powers, or there has to be an Act of Congress that permits it. (The latter is the reason that FDR’s EO for gold confiscation was held to be Constitutional.)

Technically Congress is ALREADY on Obamacare...HHS rules (Obama) allowed them to use the “D.C. small business exchange” (SHOP) as a “small business employer” therefore allowing them to use their federal med. ins. subsidy to buy insurance for their “employees”...Mr. Trump could instruct his HHS secretary to disallow Congress’s application for the “SHOP” exchange, thereby making Congress buy Obamacare on the regular individual exchange(s). My understanding anyway.
