I've been predicting for months that he would do it as a last resort if Congress didn't come through. And now here we are.

Personally, I think a lot of Republicans -- and a lot of Democrats, too -- would love him to do exactly that because it saves them the trouble of voting for it themselves and pissing off their donors.
