They would need to do like the Russians did with foxes, and select the most docile wolves from successive generations, and then maybe a few decades down the line they would get a “wolf” that could be domesticated. However, they would also be introducing physical changes through that breeding process and they would basically end up with a dog instead of a wolf.

Choices people make increase the odds for becoming a victim; that does not reduce the culpability of the victimizer. I would prefer for people to plan in advance on how to respond to emergencies so as to reduce the odds they will be harmed.
Ms. Damond had already conveyed her useful information over the phone. The police needed to proceed to the alley to look for the assault victim (who might need immediate medical aid) and assailant(s)without further delay, not stop for a chit-chat and take a report.
What TV programs, whose bread and butter is visual excitement, and police might “want” is not necessarily in your interest, or even useful. Ms. Damond seems to have followed the “LIVE PD” pattern you advocate, with the worst possible results.
