GOP Sens. Jerry Moran (Kansas) and Mike Lee (Utah) announced on Monday night they will not support taking up a bill repealing and replacing ObamaCare, effectively blocking the legislation.
"This closed-door process has yielded the [bill], which fails to repeal the Affordable Care Act or address healthcare’s rising costs. For the same reasons I could not support the previous version of this bill, I cannot support this one," Moran said in a statement.
Lee added on Twitter that "my colleague @JerryMoran and I will not support the MTP to this version of BCRA."

If there is no money flowing in to the political pockets of these Senators, there will be no repeal. Are insurance companies, big pharma, and the medical services industry satisfied with the status quo?
Price and Velma have the power to grant waivers to everyone. In other words, they have the power to implement the Ted Cruz plan: Make Obamacare optional for everyone, just as Obama did for his favorite unions and donors.
Then we see how many people vote for Obamacare and how many vote to go along without it.
Obamacare is about a lot more than Medicaid expansion and premium subsidies. Obamacare is very much about massive regulation of doctors, hospitals, insurance companies, drug companies. The result of this over-regulation is that it drives the small providers out of business and subsidizes the big operations that buy up the distressed small firms for pennies on the dollar.
Price and Velma have the power to a) Remove these regulations, which is a very cumbersome process or b) give everyone a waiver on these regulations so compliance is optional. Waivers don't require jumping through the bureaucratic hoops required by changing/removing regs

Yep. $200 billion in subsidies alone. How much of that is getting kicked backed to the beltway pigs? I’m having a hard time seeing a need for an “insurance” industry with “preexisting” conditions covered now. They are corrupting the medical system and need to go.

You think the low-info voters remember or even care that no Republicans voted for Obamacare? They don't. But when they're suffering, you can bet they're going to blame Washington. The current occupants, not the former ones.
You see, people forget. Obamacare was designed to fail at some pointing the future. And at that point, the only "fix" will be NHS-style single payer.
Low info voters already think "TrumpCare" is the Law of the Land.
This isn't like a homeowners insurance policy where the house may never burn down, or a life insurance policy where premiums are based on the probability of a single event (death) that will occur with 100% certainty at some unknown time in the future. It's an "insurance plan" that covers unknown medical events that occur at unknown times in the future, at unspecified costs where the insurance carrier has limited control.
They've been waiting all along to see if Congress would be able to come up with a practical alternative to ObamaCare.
They haven't been shy about implementing executive orders within the bounds of the law in the meantime. Don't forget that the first thing the Trump administration did way back in January was to issue a directive to the IRS to have them accept tax returns for 2016 even if they didn't have any of the required ObamaCare forms that taxpayers were supposed to use to report their medical coverage or lack thereof. This basically eliminated the ObamaCare penalty for anyone who didn't have the required coverage in 2016.
I can guarantee you that there's a move afoot in the White House to do the same thing for 2017 and 2018 ... and to grant waivers for any insurance plan that any company is willing to offer (the "Ted Cruz plan" you mentioned).

I thought your post captured it perfectly. I just expanded on it to describe it in the context of the economic forces at work.
President Trump should symbolically hold a signing for the 2015 repeal bill. Make it a really big deal. Lots of build up, coverage etc.
Then state that those that support a new repeal bill will receive his support by scheduling an election rally in their state. Those that don’t support the bill can expect his support to be given to their opponents.
Carrot or stick
Then go out and hold a rally for the staunch supporters of the repeal. Call on his support base to show up at the rally. Ask for a small donation to the campaign to support people he can work with. Let the base know that he can campaign AFTER the repeal is passed.
Trust me, Washington will get the message.
Since not one Republican voted for it, the Republicans will be blamed.
Trump needs to sign an executive order tonight requiring all federal government employees to be placed on Obamacare health plans.

All he needs to do is repeal the waiver that Obama gave to Reid and Boehner exempting Congress and their staff from Obamacare!!!
Make the Congress live up to their original promise they used to pass Obamacare in the first place - that Congress must use Obamacare.
Why exactly are republicans not supporting repeal and replace? I want to hear their reasoning, not sound bites but details.
I hope you understand that “insurance” and regulations mandating “paying premium” is just a small part of the problem.
The much bigger problem is the regulation of doctors, hospitals, and other medical providers, and regulation of insurance companies, and regulation of drug and DME companies, and regulation of IT companies (my area) that develop software for the health related industries.
Within all these regulations, turning highly educated MDs into minimum wage data entry clerks is by far the worst of the regulations.
The dirty little secret is that most Republicans — even many FREEPERS — are perfectly happy with any health care system that lets them force others to pay their medical bills.
