I don't know about the flowers, but maybe there are no flags because the Saudi flag says: "There is no God but Allah and Muhammad is his Prophet" above a white sword?? (Green is the traditional color of Islam.)

JUST A GUESS... I think the Saudi meeting was very spontaneous - not on schedule. The staging not normal.
Also, I surmise the Ukrainian guy must have told a joke, ‘cause everyone in that picture looks jovial.
