If a convention were to be convened without all of this being buttoned down it would be the biggest circus the country had ever seen.

Wall-to-wall media, protests, every special interest in the country running ads, etc.

50 state delegations trying to negotiate this stuff in that hothouse environment would be a spectacle all right, but most likely a total failure as far as substance.

Entering into this without pre-built consensus would forever discredit the idea of a COS.
