This ‘council house’ was one, I assume, where tenants live there for free? What did they expect? The Ritz?

Anyone -— even the lowliest human being— has a right to expect that their housing will not be a death trap by design.

By “design” I mean the contractors, inspectors, and housing authorities knew the cladding was highly flammable, ignored warnings and went with it anyway.

There’s criminal liability here.

When all is said and done, it will be determined that this was an ill-kept public housing project, but the fire was begun by sloppy or - worse - evil tenants intent on creating harm. It then spun out of control.
