Parents can only do so much. He is an adult and out of parent's care. It is his life and no one else's.

State Dept. should charge service fee for those who knowingly go to these dangerous countries. When things go south, untold amount of money and efforts will be spent to get them home. Charge $5,000 for those who want to go to N. Korea. That will change their mind fast.

Speaking of money....yes the parents only have so much control but I’ll bet you they kicked in some of the cost of the trip.
