Full Title: WH Budget: Claiming Child Care Tax Credit, Earned Income Tax Credit Now Require a Social Security Number
(CNSNews.com) The presidents budget requires that those receiving the child care tax credit and the earned income tax credit now must have a Social Security number to claim those tax credits.
We talk about how to prioritize spending and how to look at programs that work and don't work. The childcare tax credit and the earned income tax credit. One of our proposals is that we are going to require you to have a Social Security number now to collect those, White House Budget Director Mick Mulvaney said Monday during an off-camera briefing.
Why is that? Because I can ask you for your money, I think, in good faith and good conscience and say, look, I need to take some of your tax money and give it to this family who deserves the childcare tax credit, but I can't do it to give the earned income tax credit, which is designed to help folks who work, to give it to somebody who is in the country and working illegally," he said.

Yup, some jerk tried to get me to do his taxes with all of his dependents in Mexico. No Id numbers so the same names were on all of the returns. No, I did not do them.
IRS has been letting illegal aliens use ITINs instead of SS numbers.

The IRS decided many years ago that illegals with an ITIN could file and claim the tax credits. No SSN’s required.
The rule you are talking about is for citizens. Fun huh?!?!

They already do.
A SSN is only require for them if we claim them as dependents and we don’t. They can get one when they start to work if they want to do that. They can also opt out and just get a taxpayer ID number as a SSN alternative.
We live in Wyoming and this is all very common around here.

I had those thoughts too. Illegals will either just make up a SS# or pay for a confirmed stolen identity.
How hard would it be for the IRS to have a logic test in their software? Any claim beyond a reasonably possible number, say 15, would lead to further inquiries before the deduction is allowed.
I can appreciate your thinking on this. I have some friends who wouldn't get SS numbers for their twelve children. The older ones all applied for them because it became a huge hassle not to have a SS number. While most application processes have alternatives to using a SS number, it almost always complicates the process tremendously.

You can claim an exemption for a child you support who is either a Mexican or Canadian, IIRC.

If you read the article the WH spokesman was having a dialogue with a reporter and he used that as an example of what's been wrong with the system.
You are right that SSNs have been required for years...for citizens.
The IRS has been issuing different numbers to illegals so they can use them to qualify without SSNs for them or their children. Illegals have even been able to claim children living in Mexico- that may not even exist.
In many cases illegals have used other people’s SSNs to file for tax credits as well. The IRS has been choosing to ignore Social Security when they tell them a number does not match.
And nobody cares?
