My guess is that Scotland Yard or the UK Terrorism people already had him on their watch list.
It was absolutely terrorism.
We are at war, and like before 911, we have far too many in government who either will not accept or recognize it...or know it and do not want to name it.

At last a serious misstep on the part of ISIS. In taking credit for the attack, they forgot the inevitable round up of known ISIS sympathizers by MI5 and Scotland Yard would happen instantly as soon as SOMEBODY took the credit. Since ISIS probably doesn't have a complete picture of just how many are in the UK database for them, in the sweep it's possible that some operations that are in motion for execution will be interdicted.
