I looked around a little. It seems fascinators are not the typical thing worn by Orthodox Jewish women..even when they dress up. But Rabbis give a lot of latitude on head coverings..some don't even think it is required. So it seems this is kind of like a compromise to show she covers her head but not going the scarf route
