He should run ads on the satellite dish networks, local cable, sports radio, and the internet.
Think of the hundred$ of million$ the alphabets won't get, and how people seeing only socialist-RAT ads may get a clue as to network bias.
You are probably right, particularity seeing how what passes for a ‘conservative’ on CNN often enough seems like someone hand picked to fail. The truth is in the market place of ideas the person who controls the form can and does dictate the course of the battle.
For generations that was the left who controlled almost all forums with their overwhelming domination of broadcast and print mediums. With fox news and talk radio Conservatives made a consented effort to enter the space with a great deal of success but even there, the left is finding ways to take over and shut down Conservative speech.
The point is, we need a voice out there for our people, a forum of our own, or we will have no voice at all. That we have a forum anywhere, be it on talk radio, Fox news, or the Art we make at our bakery shops. It is hypocritical for the left to refuse access to their forum while demanding access to ours.

This does seem to have setup written will over it. Censorship of political speech seems to be very dangerous for the media that need electromagnetic means to deliver their signal.

The campaign is seperate from DJT himself. But his DIL is involved with the campaign and the advertisement.
A very bright family is being challenged. They hire the brightest legal teams. There is reason that he filled out all the paperwork for the 2020 campaign immediately after taking office.
Of course they don’t want to run it. From the channel’s perspective, they are being openly insulted or slandered by the president. “FakeNews”:I like Trump and all, but, one should not be surprised these stations would not want to highlight such an ad, whether it was submitted by the White House or not.
I view it as part of the governing effort, and the ongoing push to marginalize the Propaganda Press.
It’s not a re-election ad.
