247M spent, of 275M allocated - no work on spillway started. Costs go up from claims of downstream farmers/ranchers devastated by repeated flooding by spillway limited to full on/full off. Is 836 feet too high a water level for adequate flood control? New design for 270Kcfs plus emergency spillway of 300Kcfs for 600Kcfs flowrate? Downstream levies max at 160Kcfs.
