He is apparently “on the clock” as a public school official, standing in front of that school to see off students and parents as they depart the school; as such he has duties and standards of behavior incumbent upon him which are quite distinct from the “freedom of expression” of the ordinary citizen. I am sure that the school district has written standards of professional conduct and ethics which are being grossly violated here.
