I will differ to your opinion on this - is the Quaker model humane, or Christian?
Some years ago the Justice Department was stepping in on some cases that had already been tried in state court by filing charges against the perp for violating the victim’s civil rights.
As I recall it was usually in cases involving racially motivated crimes when the Justice Department took the position that the perp got off too lightly when tried in the state court.
Sounds like double jeopardy but the strategy was never overturned because it was a different charge than the original.
Anyway, it seems that a similar strategy could be employed by Attorney General Sessions in this case if the state fails to prosecute or chose to prosecute on a minor charge.

Why is the Quaker model of prisons not Christian? That puzzles me - lock them in a room, give them a bible, and do not unlock the door until the sentence is up.
The Quakers even let the prisoners have a yard - it was a room inside, and a room outside.
