I disagree. This is so unprecedented it would basically be telegraphing a very serious and yooge decision, which is something Trump has sworn he isn't strategically stupid enough to do. This looks to me like brinksmanship. The bluff of war.

As well, supposedly the briefing is a Senate Briefing, called by the Turtle that will be conducted at the WH.

Trump, Tillerson, Mattis and Bannon are no dummies when it comes to strategy. They are not linear thinkers. With just the announcement of this meeting, Russia, China, Japan, and NK have to be wondering what's going down.
Art of the Deal and Trump is going to put this decades long threat to bed once and for all.
