He was a big player in the political rackets of the 1950’s.
Especially by squeezing Chinese businessmen over immigration matters, tobacco smuggling and various sorts of legal fraud (war compensation claims, etc.)
That could very well be. It has been too long, and I don’t remember much about him at this point.
