Not completely “out in the open”. The Clinton Foundation has an affiliated Foundation in Canada. Money “donated” to that Foundation are then redirected to the main Clinton Foundation. Canadian law prohibits the disclosure of donor information; hence, such payments are effectively “laundered” before being given to the main Clinton Foundation.
Persons connected to the Clinton Foundation claim that very little money came into the Clinton Foundation via this conduit .... but to my knowledge no actual audit of those claims has been made. One should bear in mind that we’re talking about people who think in terms of “a million here, a million there and pretty soon you’re talking about some real money.
