Assad may not be soft on them, exactly, but he has long been informed, including by other ME states, that he is remaining in power only until ISIS is defeated - so he has little incentive to really defeat them. And he honestly is not loved in Syria itself, from what one has seen over the years, so his presence probably is an obstacle to progress.
