Yes, and he can strike Syria for a certain amount of time before going to congress for approval I believe under the war powers act. I think we should follow the constitution.
That said, IF it is proven Assad ordered these chemical weapons to be used. We should not stand by and allow genocide.

The selective outrage of yawning at the six-figure dead total before the chemicals, and the jumping up and down hysteria after a dozen or whatever were killed by chemical weapons, is astounding.
