Far as I know Jeh Johnson is not in the intelligence community. I don’t think it would be him but I will keep and open mind.
That said, I don't know if Jeh Johnson would have the power to unmask any intel that was not produced by his department.
Of course, Obama did sign that intel sharing EO which gave Johnson access to all intel from all departments...so that might have been the key to unmasking access.
