The Department of Homeland Security is one of the 17 intelligence agencies.

That said, I don't know if Jeh Johnson would have the power to unmask any intel that was not produced by his department.

Of course, Obama did sign that intel sharing EO which gave Johnson access to all intel from all departments...so that might have been the key to unmasking access.

That Twitter crackpot who posted the tweet about Jeh is a menace. I spotted his tweet early on and I’m surprised it has gotten action, although given the number of crackpots on Twitter I shouldn’t be surprised at all! That Tweet is that crackpot’s “invented fake breaking news.”
