However, Trump thinks that he can make the crap sandwich of Ryancare work with the three phases, so if Phase 1 is passed and Trump gets to do Phase 2 all on his own, then we can then work to bring Phase 3 to fruition. Trump can refuse to sign anything before him to make Phase 3 happen, but with the current 0care in place, he has yet to get something to sign or not.
Ryancare will let him front-load tax cuts that, if they work, will make it easy to head through Phase 3. We get people back to work and many more people will be paying taxes and getting insurance.
