More than 90 political scientists have signed an open letter calling for the blacklisting of studies done by Virginia professors who estimated that thousands, and perhaps millions, of noncitizens register to vote and vote illegally in U.S. elections.
Political science professor Jesse Richman of Old Dominion University in Norfolk is one of three academics who have produced research on noncitizen voting. The research has irked liberal professors who contend that their surveys show that zero of some 20 million noncitizens vote in the U.S.
The anti-Richman study professors circulated an open letter that states: The scholarly political science community has generally rejected the findings in the Richman et al. study and we believe it should not be cited or used in any debate over fraudulent voting.

I don't think you are familiar with how it actually works.
People are registered to vote by motor vehicle department, other government agencies or political activists. They do not require proof of citizenship.
It is against the law to ask voters at polling places if they are citizens or even for ID.
In many Democrat Party controlled precincts, the number of votes tallied is greater than the number of registered voters and the vote is around 99% Democrat.
There are many instances of addresses that have over 100 absentee ballots sent and all vote Democrat.
Remember ACORN, and their voter registration programs. ACORN operatives registered thousands of fake voters. ACORN is not around anymore but the process continues.
As long as they are on the voting rolls, non-citizens can not be challenged based on citizenship at the polling place. And with same day registration voters can claim to be residents of any place, all they need is a utility bill or something like that.
Project Veritas did many experiments where their volunteers claimed to be someone else and were allowed to vote.
Another thing most people do not know is that many non citizens have multiple identities. False ID is readily available to non citizens and those here illegally.
The simple fact is none of these things have been thoroughly investigated.
The fraud in New Hampshire has been proven, the law is being changed today to improve the risks, but proximity to Massachusetts and Vermont, along with a lack of technology in the towns, create a constant threat.

Here are a few examples of what is actually happening. If you want to spend some time you can find many more.
The simple fact is there is no systematic, thorough investigation into the extent of voter fraud throughout the United States. I do not know how much voter fraud there is but it is estimated that .8 million to 2.2 million non citizens were registered to voted in 2012. If you look at any Democrat controlled precinct in the country you can find irregularities.
Election judges are not allowed to ask voters for ID or if they are citizens.

I’ve often seen this and similar claims, however when I try to source them back to hard evidence, to date I’ve always hit a dead end.

Don’t know about your state, but here (IL) unless a voter is already registered at the voter’s current address and is voting in the precinct of registration and the signature appears to match the voter signature on file, an election judge can challenge the voter and require ID.
The link in 22 discusses votes by improperly registered voters, which are likely inevitable given that some voters don’t change registration when they move.
Your original claim was that something far more serious is happening: widespread systematic fraud on the part of election officials as evidenced by 1) Highly improbable vote skews and 2) votes cast in excess of registered voters.
The link in 22 does not provide evidence of either.
While no thorough study has been done it is reliably estimated that in 2012 between .8 million and 2.2 million noncitizens were registered to vote. It is dishonest to deny that this is true.
The number was most likely higher in 2016.
