Has Brat yet specifically denied to his constituents the reported charge by Poe that the HFC “moved the goalposts”?

Brat did say the following...

Obamacare wasn't being repealed. From Brat's statement, it sounds to me that there was so much wrong, that the HFC kept on bringing up more changes. I think Poe mistakes that for the HFC "moving the goal posts".

I would add, it's Poe who has voted for full repeal-only numerous times, and it is he who has moved the goal posts.

Could be, although he may just be one of several who bravely stood for repeal when it was safe to do so and now votes to the contrary. However, IMO Poe is smart enough to distinguish between continuing negotiations and adding "Oh, by the way,..."'s before shaking on a deal.
I.e., Poe laid a serious charge vs the HFC; a charge that can influence public opinion about one or the other.

Brat's article suggests they negotiated, presumably in good faith, until Ryan pulled the plug.

So my concern is whether the HFC actually impeded negotiations by sequentially adding demands, or Poe is simply blowing political smoke.

Knowing the answer would tend to help drive-by analysts such as myself sort out the issue. Meanwhile, I am inclined to agree with most on this thread, that Ryan has a hidden political agenda and that Ocare Repeal and Replacement with private institutions could be accomplished quickly and smoothly.
