I’ve been to Lille a few times as the Eurostar Chunnel Train stops there on the way from London to Brussels. Never appeared to be a bad place. This is apparently a drug related gang issue.

I believe the standard operating procedure for law enforcement today is to eliminate terrorism as a motive before the first officer arrives on the scene.

When something happens in the world, I always hit twitter. It can give you eyewitness accounts pretty quickly (as you sift through the crap). Best is to search for the name of the place in whatever language seems most appropriate.
