This was RYAN’s bill. Trump gave him cover while privately meeting with Freedom Caucus, Cruz, and Paul to fix it.
That may all be true, but Trump came out in favor of it, therefore when it goes down in flames, the perception will be that Trump's fingers will be burnt.

If it passed and he signs it it is his bill. No amount of excuse or “what he really said” can explain it away.
