If Congress agrees with forcing Phase 2 and 3, we will be okay.
Trump can (and kind of has to) do phase 2 - that's regulatory change - without any legislation at all. Phase 3 is imaginary - it requires 60 votes in the Senate which the GOP doesn't have and won't until 2019 at the earliest.
What I heard Laura Ingraham say on Hannitys show last night was that its a pipe dream to get phase 3....not going to happen. They both questioned why they are not undertaking a complete repeal and replace as promised.
Does anything have to be forced in Phase 2? My sense is that will be the easy part. Secretary Price, as HHS under the existing Obamacare law, will have a lot of authority conferred to him by the law to make executive changes.
I wish i knew more about what those changes might include.
