What I heard Laura Ingraham say on Hannitys show last night was that its a pipe dream to get phase 3....not going to happen. They both questioned why they are not undertaking a complete repeal and replace as promised.

It's a nod to conservatives - "of course we want to do something conservative. Just not yet. Maybe in twenty years. But here, take the Buffalo Buyout and be happy."
