I don’t think it is that California needs the money. Rather, I think they are just applying for money that they are permitted to apply for, based on the rules in effect.

It’s like when my wife ran a daycare a few decades ago, we could apply for the “free government cheese” because we ran a home daycare. Financially, we were doing fine. Better than fine, in fact. But we still got a LOT of free cheese.

And to me, it was merely getting a few of our tax dollars BACK.

I think that is what California is doing here.

When we submitted budget proposals to the department of finance in sacramento, we had to answer questions with the submittal. One of the questions was, is there a federal funding source for all or part of this proposal?
