I am sympathetic to that view, however...
1. The infrastructure needs to be replaced
2. Isn’t this the federal government in effect taking less money from the region by returning money to it?
3. Isn’t that something we wanted, the federal government taking less?
4. If Trump can realize big savings elsewhere, isn’t this a worthy exchange?
5. Does the federal government stand any responsibility to help Flint replace the infrastructure the federal government helped to destroy? The federal policy to facilitate sending jobs overseas did severely impact Flint’s tax base.
As I understand it, Flint does have a Leftist city government that has royally screwed up too.
What would you suggest here?

I would appreciate it if you wouldn’t simply say, “Don’t extend federal funds and I don’t care what else happens.”
