I think it was Trey that asked earlier, though may have been Rooney, if any one person had the authority to obtain wiretapping on an individual and I believe it was Comey that said NO. I’ve read threads on FR that talk about a certain privilege that the president has to request same, or perhaps it was the president’s right to obtain any NSA data they wanted.
